世界一流大学二级学院治理：模式、特征与启示

| 学院治理是助推世界一流大学综合实力提升的重要手段。世界一流大学的二级学院治理 模式主要包括分享治理模式、民主治理模式、特许治理模式和威权治理模式四种，在治理实践中呈现 出合法性与有限性共存的院系自治、科学性与专业性并重的分权治理、自主性与高效化并重的经费管 理、开放性与创新性兼顾的院系合作等特征。借鉴世界一流大学二级学院治理经验，中国特色的二级 学院治理可通过加快简政放权，构建现代大学院系治理体系、落实教授治学，提升学者教授学院治理 话语权、推动章程创建，明确学院治理权力与义务边界、拓宽开放渠道，推动学院产学研结合创新等 方式实现。 |

| College governance is an important means to boost the comprehensive strength of world-class universities. The second-level college governance modes of world-class universities mainly include sharing governance mode, democratic governance mode, concession governance mode and authoritarian governance mode. It presents the characteristics of departmental autonomy with coexistence of legitimacy and limitedness, decentralized governance with equal emphasis on science and professionalism, fund management with equal emphasis on autonomy and efficiency, and college and department cooperation with both openness and innovation. Learning from the governance experience of second-level colleges in world-class universities, college governance with Chinese characteristics can be achieved by building a modern university and department governance system, enhancing the discourse power of scholars and professors in college governance, clarifying the boundaries of college governance rights and obligations, and promoting the combination innovation of production, education and research in colleges. |
