“五唯”问题:高校教师评价的后果、根源及解困路向

摘    要:
考核评价政策是调动教师工作积极性、主动性的“指 挥棒”。在国家有关人事制度和分配制度改革政策的牵引下, 高校逐步强化对教师的考核评价制度,在一定程度上调动了 教师队伍的积极性和竞争意识,但也衍生出考核评价中“唯 论文、唯帽子、唯职称、唯学历、唯奖项”的“五唯”导向偏差 问题。这与20世纪80年代以来新自由主义的发展催生的“市 场文化”、审计文化背景下的“数字崇拜”不无相关。深入剖析 “五唯”问题的文化根源和弊端,对于指导开展清理“五唯” 行动具有重要的现实意义。当前,有效开展清理“五唯”行 动,各级教育部门和高校必须着力增进对高校教师的信任, 推动实施增能式教师评价,牢固树立多元学术观;同时,学术 界自身也应加强反思,高校教师应当坚守学术立场、培育公 共性、加强道德自律。

The Five-Only Problems: Consequences, Roots and Ways to Solve Difficulties of Teachers’ Evaluation in Universities

The assessment and evaluation policy is a "baton" to mobilize teachers’ enthusiasm and creativity in their work. Under the guidance of the reform policy of personnel and distribution system, universities have gradually strengthened the assessment and evaluation system for teachers, which has mobilized the enthusiasm and competitive consciousness of teachers to a certain extent. However, it also derives the "Five-Only" orientation of "only papers, only tags, only titles, only education background, only awards" in the assessment and evaluation. This is closely related to the "market culture" and the "digital worship" under the background of auditing culture, which have emerged from the development of neo-liberalism since the 1980s. An in-depth analysis of the cultural roots and drawbacks of the "Five- Only" problems is of great practical significance for guiding and solving issues in universities. At present, in order to effectively carry out the action of correcting the "Five Only", education departments at all levels and universities must strive to enhance the trust of university teachers, promote the implementation of energy-enhancing teacher evaluation, and firmly establish a pluralistic academic concept. At the same time, academia itself should also strengthen reflection. College teachers should adhere to academic positions, cultivate publicity and strengthen moral self-discipline.
