| 大学章程是现代大学制度的载体，是大学运行和发展
的基础性文件，通过章程的大学共同治理是我国大学治理结
构改革的重要探索。我国台湾地区因诸多因素的综合影响，
其大学发展路径呈现出独特的样态，体现通过章程的共同
治理和政府调适的学术自治的价值意蕴。系统梳理台湾地区
大学组织规程的历史脉络，选取台湾“国立”、公立和私立
共4所代表性大学（台湾大学、台湾交通大学、台北市立大
学、辅仁大学）为个案，深入剖析台湾地区大学组织规程体
现的治理意蕴，旨在从台湾地区大学组织规程建设中汲取有
益的启迪。 |

Inheritance and Exploration: A Study on the University
Charters of Taiwan

| The university charter is the carrier of modern university system and the basic document of university
operation and development. It is an important exploration of the reform of the universities internal governance
structure by the university charter. Due to the comprehensive influence of many factors, the development path of
universities in Taiwan of China presents a unique pattern, reflecting the value implication of the joint governance
based on the charter and the academic autonomy regulated by the government. This paper conducts a holistic analysis
by selecting the charters of four representative "national", "public" or "private" universities in Taiwan, including
a longitudinal analysis of the historical context of university charters and a horizontal analysis of the meaning of
university governance in order to summarize its core values. It is expected to draw useful implications from the
experience of the construction of university charters in Taiwan. |
