社会正义视野下我国重点高校学费制度之审视与设计

| 摘 要： |
| 目前，我国重点大学的学生学费占生均培养成本的十分
之一左右，属于低学费状态。这种政策设计的初衷是以“无差
别”且较低的学费来照顾贫穷家庭的学生，但重点大学的生源
大多来自家庭出身比较好的学生，这致使原本带有补偿性质
的低学费政策，却成为富人学生的“盛宴”，形成一种普通大
众补贴富裕阶层的局面。因此，我们急需重新考量和设计大
学学费政策：基于社会正义，重新修订学费管理办法；逐步提
高重点大学的学费，同时完善奖助学金制度；学费补贴向非重
点大学倾斜，增强学费政策的普惠性；根据区域经济发展水平
等，提出学费政策改良方案。 |

Reflection and Redesign of the Tuition System of China’s
Key Universities from the Perspective Social Justice

| The tuition in China’s key universities merely makes up about a tenth of the average cultivating cost,
which means it is a relatively kind of lower tuition system. The initial purpose of this system is indiscriminately to
support and favor the students from poor families, however, due to the fact that the students born with better conditions
occupy the majority of students in key universities, this system greatly benefit the students from wealthy families.
The lower tuition system with the compensation characteristics has actually become a beneficial “feast” for students
from wealthy families, which leads to a situation where the general public is subsidizing the rich. Based on the current
situation, we are eager to reconsider and redesign the tuition system, and suggest revising the management method of
the tuition in detail, which includes gradually increasing the tuition of key universities, adjusting the mechanism of
the scholarships and grants, providing more subsidies of the tuition from the government to the general universities,
strengthening the inclusiveness, and improving the tuition policy based on the regional economy. |
