关于韩国高水平私立大学评议会的研究

| 摘 要： |
| 韩国的大学评议会作为监督校长与教授会的机构，是
现代大学制度的重要一环。其职责与性质按大学规模及定位
的不同并随着时间的推移而发生变化与调整，在韩国高等教
育发展史上经历了曲折发展历程。韩国大学评议会自身的局
限性决定其未能发展成为大学的决策机构，而只能作为审议
和咨询机构，但在其成员构成、产生办法、当选资格及解除条
件、组织机构、具体运行及下设推荐委员会等方面仍存在诸多
值得学习借鉴之处。因此，在基于对韩国大学评议会深入分析
的基础上，建议今后在我国高校建立现代大学制度过程中，政
府和教育行政主管部门应摆正自身位置，使高校严格按照《高
等教育法》和大学自身章程自主办学，保障学校事务正常独立
运行不受外界人为因素干涉。 |

A Study on the University Senates of High-level Private
University in South Korea

| The university senate has been playing an important role for overseeing the president and
professors’ association, its duties and natures have experienced tortuous change and adjustment with
different sizes and characters of the university in the development of higher education in South Korea.
The university senates in South Korean only act as consultation or advisory organs instead of decisionmaking
bodies because of the limitations coming from the institutions design and development. It is a
fact that there are many advantages in the organization, members’ election, qualifications, criteria for
dismissal, and the operation and management, the sub-committee or board of South Korean university
senates. This paper suggests that Chinese higher education institutes should learn from South Korean
university senates, such as strictly follow and observe Higher Education Law and the university statutes,
government and related educational administrational department settle their standing rationally in order to
protect university affairs from being interfered by other factors outside of the campus. |
