全球教育治理的内涵、效度及中国参与路径

摘    要:
全球教育治理作为全球治理的一个分领域,具有特定内涵,与其他领域的全球治理相比,它 既具有差异性,也具有独特性。教育具有公共产品属性,它既是全球教育治理的重要基础,也是进行 全球教育治理的挑战要素。但公共产品的供应动机并不是完全固定的,很多时候它是出于政治考量, 会根据供应者自身利益与规则加以调整或塑造。全球教育治理的效度与治理主体、治理客体、治理途 径、治理环境密切相关。中国参与全球教育治理的实践路径,大体经历了意愿上的“被动”到“主动”、 定位上的“参与”到“引领”、范围上的“区域”到“全球”、方式上的“输入”到“输出”的全面转变,不 仅促进了中国教育治理现代化,也拓展了中国参与全球教育治理的广度和深度。新时代中国参与全球 教育治理,要以建构人类命运共同体为指引,全方位提升全球教育治理的参与能力和实力,培育并提供 更多高质量全球教育公共产品,逐步推动区域教育共同体和全球教育共同体建设。

The Connotation and Validity of Global Educational Governance and the Participation Path of China

As a sub-field of global governance, global education governance has specific connotations. Compared with global governance in other fields, it has both its differences and uniqueness. Education has the attributes of a public product, which is not only an important basis for global education governance, but also a challenge element for global education governance. However, the motivation for supplying public goods is not completely fixed. In many cases, it is based on political considerations and will be adjusted according to interests and rules. The validity of global education governance is closely related to the governance subject, governance object, governance approach and governance environment. The practical path of China's participation in global education governance has generally experienced the passive to active in willingness, the participation in positioning to leading, the regional in scope to global, and the input to the output in method, which has not only promoted the modernization of China's education governance, but also expanded the breadth and depth of China's participation in global education governance. China's participation in global education governance in the new era should be guided by promoting the construction of a community with a shared future for mankind, comprehensively improve the participation ability and strength of global education governance, cultivate and provide more high-quality global education public products, and gradually promote the construction of regional education community and global education community
