经济基础与合作办学:珠三角地区的案例分析

近年来,中外合作办学在我国发展迅速,其办学层次 和质量也在不断提高。尤其是在珠三角地区,集中了多所独 立法人形式的合作办学机构,比如,深圳北理莫斯科大学和 中山大学-卡内基梅隆大学联合工程学院等。他们除了引进国 际的优质教育资源外,还采取了混合式的办学模式,积极引 进国内的优质教育资源。合作办学为什么能够在珠三角地区 得到快速发展?从珠三角地区的经济基础和高等教育规模两 个视角展开分析,可以阐释珠三角地区引进合作办学的必要 性和迫切性。

Economic Base and Cooperation in Running School:A Case of Pearl River Delta

Abstract:
With the support of state policies, the economy of the Pearl River Delta has been developing rapidly, and the industrial structure is changing from the primary industry to the second and tertiary industries. The change of the economic form means the reconfiguration of the talent structure. The introduction of talents is only an expedient plan. It has to start from the “source” of talent needs in the long run. That is, the talent cultivation and the local economic development interact positively through higher education, thus providing a strong guarantee of talents for local economic development. However, the current level of higher education in the Pearl River Delta and the uneven distribution of higher education resources in the region are serious. Higher education cannot keep up with the speed of economic development, which will lead to the structural fault of both the supply and demand of talents. The lag of the development of higher education has caused certain resistance to the sustainable development of the economy. In order to break through the bottleneck of higher education, it is necessary to put higher education into new trails. It means higher education resources at home and abroad are introduced and it will make up for the lack of higher education. The way of introduction is mainly manifested in the form of cooperation between foreign and domestic educational institutions. Among them, Sino-foreign cooperation in running schools is a typical mode of cooperation between local universities and foreign institutions. In recent years, Chinese foreign cooperation in running schools has been developing rapidly in China, and its educational service level and quality are also improving. Especially in the Pearl River Delta region, there are many independent legal entities, such as the Moscow State University in Shenzhen, the Zhongshan University - the Carnegie Mellon University, and so on. These schools generally have high proportion of overseas teachers, English as the main teaching language, the adoption of teaching materials and teaching models of foreign universities, with the goal of cultivating talents with international vision and ability. In addition to introducing high-quality foreign higher education resources, the Pearl River Delta also adopts a mixed mode of running schools to actively introduce high-quality higher education resources in China. It can be seen that cooperation in running school can be developed rapidly in the Pearl River Delta. One of the reasons is to leverage the reputation and quality of foreign universities and improve the level of higher education in the region. The two reason is to use the strong discipline from foreign universities to make up for the shortage of the existing higher education, fill in the gap in the course setting and make it with the region. Economic development has formed interaction. To sum up, this study starts from two perspectives: the Pearl River Delta's economic foundation and the scale of higher education. On the economic basis, the economic pattern of the Pearl River Delta and the policy support of the country to the Pearl River Delta region are discussed, so that the outward oriented economic model of the Pearl River Delta depends on the talents with international vision and familiarity with the local social conditions. In the part of higher education, the development of higher education in the 9 cities of the Pearl River Delta is discussed. The appearance and characteristics of the Pearl River Delta are highlighted by the high education level which is not corresponding to the rapid economic development of the Pearl River Delta, and the statistical indexes such as the permanent population of the 9 cities of the Pearl River Delta, the number of colleges and universities and the scale of the students are presented, and the problem of the uneven resources of the 9 cities in the Pearl River Delta is demonstrated. The development level of higher education and the uneven distribution of higher education resources in some areas cannot meet the needs of rapid economic development to a certain extent. In order to solve this problem, the last part of the study will point out the importance, necessity and urgency of introducing cooperation in running schools in the Pearl River Delta region.
