地方本科高校转型发展：历史演进、职能重构与
机理审视

| 从西方和我国高校发展历史过程看，地方本科高校转
型发展是历史演进的必然结果，地方本科高校的发展历史就
是一部根据时代需求自身不断寻求突破的转型史。地方本科
高校的这种转型发展也是对人才培养、科学研究、服务社会
等三大职能进行现代诠释和重新建构，即人才培养突出应用
型，科学研究突出应用研究，服务社会更加贴近行业企业需
求。同时，地方本科高校转型发展还需要对其运行机理进行
重新审视，与高校治理方式变革密切相关，需要调整高校、政
府、社会之间的关系，需要多元利益相关主体的积极参与，需
要改革高校自身运行机制。 |

| From the historical development of universities in China and the West, the transformation
development of local undergraduate universities is the inevitable result of historical evolution, and
the development history of local undergraduate universities is a piece of transition history to seek a
breakthrough in accordance with requirements of the times. This transformation development of local
undergraduate universities is also the modern interpretation and reconstruction to three functions of
talents cultivation, scientific research and social service, which are application-oriented talent training,
application research being highlighted, and social services close to the needs of industries and enterprises.
At the same time, the transformation development of local undergraduate universities needs re-examining
its operation mechanism, adjusting the relationship between the universities, government and society,
active participation of multiple stakeholders, and reforming operating mechanism of universities. |
