现代大学制度构建的逻辑：内生与外延相平衡

| 摘 要： |
| 学术自由与大学自治是大学制度肇始与形成之本，是
永葆大学基业长青的灵魂与根基，是大学内生的制度逻辑。
实践证明，大学所追求的学术目标和国家长远利益相一致
时，大学实现其最终目标后，它同时也实现了国家的目标，从
更高角度看这是大学外延的制度逻辑。现代大学制度建设是
一个动态过程，既需要坚守学术自由、大学自治的传统，实现
学术权力与行政权力的平衡，又需要通过大学章程与法律建
设妥善处理大学与社会、政府的关系，不断适应外部环境的
变化。只有这样才是内外兼修神行兼备的具有中国特色的现
代大学制度。 |

Logic of Modern University System Construction: Interior
and Exterior Reach Equilibrium

| According to the logic of historical evolution and development of the Chinese and foreign
university system, the academic freedom and university autonomy is called the soul and formation of
university system from beginning to end, and they are the endogenous system logic of university. When
academic goals of university are consistent with national long-term interests, the goal of the state
has been achieved, which is the extension system logic of university in a higher perspective. Modern
university system construction is a dynamic process. To balance the relationship between academic power
and administrative power, academic freedom and university autonomy need to be stick on. On the other
hand, to adapt to the social environment, the statutes and laws of university need to be build to deal
with the relationship among university, society and government. The system of external and internal
cultivation is proposed, which is the modern university system with Chinese characteristics. |
