摘 要: |
社会评价是社会参与大学治理的重要方式,是大学治理
内在逻辑与外在需要的统一。社会评价介入大学治理有利于
平衡政府与大学之间的权力结构,促使政府的管理方式由直接
管制转向宏观管理;有利于缓解大学办学与社会需求之间的矛
盾,促进大学有效地关注社会需求;有利于引导大学之间的公
平竞争,促使大学由无序竞争走向合作共赢。社会评价介入大
学的路径主要有:利益相关者的质量评议、新闻网络媒体的大
学排名和社会中介组织的院校(或专业)认证。应积极转变政
府职能,加强教育法制建设,培育高等教育多元评价主体文化
环境,以强化社会评价在我国大学治理中重要作用。 |

Social evaluation is an important way of society participation in university governance,
and it is the unity of inner logic and outer needs of university governance. Social evaluation involves
in university governance is beneficial for the balance of power structure between government and
university, and urges government's management style from direct regulation to macro management; it
is helpful to alleviate the contradiction between universities and social needs, and prompts universities
effectively focus on society needs; it is also beneficial to guide fair competition among universities, and
urges universities from disorderly competition to win-win situation. Social evaluation can be involved in
university governance by quality evaluation of stakeholders, university rankings by news and network
media and institutions or discipline certification of social intermediary organizations. We should strengthen
the important role of social evaluation in university governance by positive transformation of government
functions, strengthening the construction of educational legal system, and fostering the cultural
environment of multiple evaluation subjects in higher education. |
