美国网络高等教育课程认证的标准、程序及启示

| 摘 要： |
| 美国网络高等教育课程认证是一种以教师为中心、以
同行评议为基础的自愿性认证。它旨在通过同行之间的合作
来促进网络高等教育课程质量的持续提高，由马里兰网络教
育联盟QW团队负责组织实施。《QM质量标准》仅涉及课程
的设计，它随使用者的反馈及网络高等教育的最新经验而变。
我们有必要借鉴美国网络高等教育课程认证的经验，在加强
网络院校层面的质量评估与监控的同时，建立完善网络课程
层面的质量评价制度。包括：从网络高等教育课程的不同侧面
研究制定全国统一的评价标准；充分发挥网络高等教育课程
专家在质量保障中的作用；建立完善网络高等教育课程评价
的信息反馈与沟通机制，大力推进不同高校之间的对话与合
作，进而增强网络高等教育课程评价的质量改进功能。 |

| The America online higher education course review in is a voluntary, faculty-driven,
peer review process. It aims to promote the continuous improvement in online higher education course
by peer collaboration. It is conducted by Maryland Online. QM Higher Education Rubric is focused on
the design of online courses, and it has been renewed on the ground of the feedback and best practices
in online higher education. By borrowing the experiences of America online higher education course
review, we should build up online course quality evaluation system, including setting up national online
higher education course standards, giving online course experts more chances to play important roles in
quality assurance, and constructing information feedback and communication mechanism of online higher
education course evaluation. |
