大学治理的内涵与体系建设

| 作为社会组织成员之一的高等学校，在国家治理层面和
语境下，首先应该强调的是高校对于国家治理的理解、把握、贯
彻和执行能力，同时使大学回归本原与本位，按照大学的本来面
目去治理大学，建立现代大学制度。大学治理的基础包括利益
关系、权力关系、权利关系；大学治理的组成包括制度体系、行
动体系、价值体系；大学治理的主体包括学术权力主体、行政权
力主体、个体权利主体。大学要完善治理结构，提高治理能力，
必须正确领悟大学治理中学术权力重塑的初衷，理性反思行政
权力主导的成效得失，认真审视大学治理的内在逻辑关系。 |

On the Connotations and System Construction of University

| Under the context of national governance, as a member of social organizations, universities
should in the first place attach great attention to the understanding, implementation and enforcement
of national governance. We should establish a modern university system by uncovering the veil of
universities and govern them as what they originally supposed to be. Based on the interest relations,
power relations and entitlement relations, university governance concerns institutional system, operation
system and value system with the academic power, administration power and individual rights as the
governance body. Universities should comprehend the original intention of reshaping academic power in
university governance, reflex the gain and loss of administrative powers, and reexamine the inner logic
relationship of university governance. |
